Hello,
I have a question about the short-term bike parking. So according to our occupancy calculations, we need only 8 short-term bike parking on the site. But, to fulfill the local city requirements, we need 30 short-term bike parking. So, can we use the remaining bike parking spaces (so 30-8 = 22 spots) for satisfying the long-term bike parking under the LEED requirement?

You can as long as they meet the LEED standard for long-term parking (i.e. covered or indoors).

LEED guide defines short-term and long-term bicycle storage as follows:
- short-term bicycle storage: non-enclosed bicycle parking typically used by visitors for a period of two hours or less
- long-term bicycle storage: bicycle parking that is easily accessible to residents and employees and covered to protect bicycles from rain and snow
According to those definitions, if your remaining short-term bicycle parking space is non-enclosed, then it cannot be used as long-term bicycle storage. It is because the requirement of long-term bicycle storage is covered bicycle from rain and snow.
