Using Existing LEED certified Parking for EV Charger Installation in New Project

We have a two-phase project: Phase 1 and Phase 2.

Phase 1 was built and completed many years ago, and it earned LEED certification.
Phase 2 is currently under development and does not have any parking spaces. However, we plan to install EV chargers in Phase 2.

The Question is:

Can we use the existing parking spaces in Phase 1 (which were already used for obtaining LEED certification for Phase 1) to install EV chargers for Phase 2?

It sounds like the parking area serves both buildings. I don't see any issue with using the lot to add chargers for Phase 2 and earn the credit. I recommend:

Draw the LEED boundary to exclude all the parking, since it is already part of a certified project and not under construction in Phase 2. Unless some part of Phase 1 is being renovated as part of Phase 2, keep Phase 1 out of your LEED boundary.
Use the total parking count to determine the number of chargers to provide, OR reserve the chargers for the Phase 2 occupants if you are installing a smaller number. You might end up having to decide how many parking spaces "belong" to Phase 2 occupants.
If you want to achieve LTc Reduced Parking Footprint, the phasing shouldn't interfere with that. Again, you could either use the whole lot or decide on a number of spaces to allocate to Phase 2. Just keep everything consistent between the two parking related credits.
Write up a narrative and mark up a site plan to explain the situation - make it easy for the reviewer to see what you mean.
