We have a case for our project, the production need steam so they use boiler, but the fuel is biomass (sugarcane bagasse, rice husk, rice straw, coconut shell, peanut shell, agricultural waste, wood pellet/chips, sawdust).
The question here is whether biomass fuel is considerd as Renewable Energy Production? Because base on LEED guidline: "A biofuel used in a boiler to produce heat also qualifies".

Yes. Sounds like most of the fuel sources are agricultural waste which would qualify. The wood and sawdust might qualify depending on the source.

These wood sources are not eligible.
- Forest biomass waste other than mill residue
- Wood coated with paints, plastics, or laminate
- Wood treated for preservation with materials containing halogens, chlorine compounds, halide compounds, chromated copper arsenate, or arsenic; if more than 1% of the wood fuel has been treated with these compounds, the energy system is ineligible
