Use of CFC refrigerant for backup chiller

We are working on a project that will be cooled by a pre-existing central plant. There is a chiller that contains CFCs connected to the loop, however, it is used as a backup chiller. If it is used as a backup chiller and is not regularly operated, is it considered applicable upstream equipment that must be assessed with regards to being phased out?

It sounds like if the equipment ever operates, it should be included. However, the economic payback on replacing a chiller that only rarely operates is unlikely to be favorable.
