US DOE Advocacy Opportunity for Heat Pump Water Heaters

Greetings Heat Pump Water Heater (HPWH) advocates!

We have an opportunity to advocate to the US DOE on behalf of HPWHs!

Geoff Wickes is an emerging technology product manager for NEEA (Northwest Energy Efficiency Alliance) currently focused entirely on HPWH technology, policy, and market adoption (and in full disclosure: also a close friend of mine). He has reached out to me seeking AEC industry support for a US DOE NOPR (Notice Of Proposed Rulemaking) focused on HPWHs. He thinks that having architects, engineers and contractors come out in favor of the rulemaking could be beneficial and consequential for US DOE.

Attached you will find a fairly detailed explanatory deck on the subject, and a sample letter of support.

The (rather tight) timeline is that DOE will hold a webinar in mid-September 2023, and final public comments will be due by September 26, 2023. Given the tight timeline, it feels (to me, given past experience) that it is unrealistic for us to get a majority of our firms to sign onto a joint letter in less than a month, so I encourage you to consider having you as an individual AEC professional, or your firm submit a letter.
But if one or more of you think we can pull a joint letter off, we can definitely try. It can be impressive when a whole bunch of our AEC firms sign onto a single letter of support, indicating broad industry and trans-national (i.e. cross-country) support. Another option would be to have industry groups (e.g. AIA, MEP 2040, etc.) each try to send a letter... I'm not sure that would be any easier, or faster than getting our firms to agree to sign on, but it is an alternate option. I am on the AIA's Government Affairs Committee (GAC) so I will approach the AIA directly about this.

Guessing that many of you are already HPWH advocates, what do you think?

Thx Clark for the head's up on this, and your advocacy leadership in general. I'd be an advocate for a joint letter for the following reasons: * As you note, it may be more impactful * The specific topic (HPWHs, in what I understand are small [<120 gal] applications) is somewhat of a no-brainer from my perspective (interested if others have a more informed take on this) * Given that we are talking about HPHW, we may not have a lot of firms (at least speaking for architects) who will take time to write a letter, but would sign on * Speaking for ZGF, we could authorize a signature on a proposed letter in less than 7 days, probably considerably less. I'd even help edit the draft to circulate - but I'm not the expert here on the ins and outs of the technology. -C

I’ll echo what Chris says. Sign on is much easier for us. I could also help draft something. Can you give us a summary of what kind of policy around HPWH Geoff is hoping for? As you suggest, 400+ pages is tl:dr. F

Thanks to Clark for alerting us of this advocacy opportunity & to Chris and Kjell for offering help to draft! I'm chiming in with support for a group letter, although I'm not able to help draft anything. However - I can commit to signing even on a limited timeline.

I can commit to signing as well. This seems like a pretty simple 1:1 equipment swap that needs to become mainstream asap. Also, fwiw from personal experience, we replaced a gas WH with a HPWH in our home in 2018. It's been great. I've got a great detail for mitigating compressor fan noise if anyone is interested. Dehumidifies and cools the basement as a bonus. Summer natural gas usage is down to the 1 therm/month range (still have a gas stove and a rarely-used gas clothes dryer) compared to neighbors in the 7-12 therm range. Using the neighborhood as a benchmark, that is saving the equivalent of 3.6-6.5 gallons of gasoline per month, or 30-60 kg CO2e.
