Urban core = downtown, urban = anywhere else in a city. This is just background information and you won't have any issue if you choose the "wrong" one though!

I see, it would really be difficult to choose in case of my project, because of the structure of the city.
However, as long as we have touched that question... do I have to submit the Precertification form beforehand? Because it contains a lot of information, that is actually being clarified in the process.

Precertification is basically an optional "pre-review" of your LEED project where you write up narratives about how you will address each credit in the pre-design stage. Typically project teams choose to do precertificaiton if they need some proof of LEED eligibility for a funding source or local jurisdiction reivew. If that's not you, go to the "Timeline" tab and click either "Split" or "Combined" and the precert items will go away. (You can switch back and forth between Split and Combined later without losing any info.)
