For the baseline model relative to a building where a part is residential (4 floors) and another part nonresidential (ground floor), shall the envelope of the nonresidential part respect the U-values of the “nonresidential” column? Or shall the column relative to the predominant part (residential) be considered everywhere?

Yes, the non-residential portion of the envelop should follow the non-residential column assuming it is at least 5% of the total envelop. If less than that you can model all the same.
