My sense is that this is two projects. The skybridge doesn't mean that the buildings are sharing mechanical systems—it just means that one or both buildings' mechanical systems are conditioning a shared space. I would assume there are fire doors that keep it distinct. Assuming the buildings have separate identities in other respects, this seems like two projects according to the MPRs.
