we are workign with an office building that is park of a parking district where the City is providing parking spaces in an adjoining property. How should those spots be counted and/or excluded. There are roughly 150 spots on site, and 300 in the nearby garage.

Will spaces be reserved for occupants of the project building? If so, use that number.
If that's unknown, or the spaces will be shared by all users of the adjoining buildings, take the number of total users and the % of those users from your building. Obviously not an exact science, just see if you can approximate the occupancy of the buildings in the district and what proportion of that number is your project occupancy, and include that as a supporting narrative.
