I have a project with a Lot area of 25,000 SF and a LEED Project Area of 31,000 SF due to sidewalk and landscape scope of work in the ROW. Am I to use the larger value for a credit such as SSc2 Community Connectivity? Doing so seems to give a inaccurate description of the finsihed project in the neighborhood.

Your LEED Project Boundary should be consistent across all your credits, including SSc2. Check out the MPR #3 Must Use a Reasonable Site Boundary language for more details - specifically that the LEED project boundary may not include land that is owned by a party other than that which owns the LEED project unless that land is associated with and supports normal building operations for the LEED project building, which sounds like your sidewalk/landscape area.
