We have a site that includes multiple buildings, but not all of them are going to be certified. Our LEED Boundary looks like an emmental cheese, rather than a donut. Our PV System from the whole building complex is going to be installed on one of the excluded building’s roofing.
Does this situation qualify as Tier 1: On-site renewable energy generation for v4.1 EA Credit: Renewable Energy?

Technically it is Tier 2. Wondering if there is a creative way to draw the project boundary to include it however? That is a question for a different forum I suppose.
