We have a LEED NC v4.1 project that is currently in schematic design, and the Core Shell construction will be completed well before the TI scope.  I recall reading somewhere that we only need to include the Base Building Systems in the CS, and not the TI if this were the case, but cant seem to find this specific verbiage now.  Since we dont exactly know what the status of TI energy systems will be, do we need to wait and include, or can we submit for design prior to TI Completion?  We don't want to wait unless we have to - which seems practical.  This probably doesn't vary from v4.
