Thresholds differ in Option 1 and 2 of Water Efficiency Prerequisite

The required thresholds for Water Efficiency in option 1: Prescriptive Path are :

Maximum allowable installed Flush/flow rates

While for Option 2: Performance Path are:

Baseline Water Consumption (from EPAct 1992)

The Second Option states the Baselines same as in v4, which are from EPAct 1992. And we need to reduce consumption by 20% from these.

But then the 20% reduction here doesn't match the rates prescribed in Option 1. For instance, 20% reduction for Urinals would lead to 0.8 gpf, whereas for Option 1, the threshold is 0.5 gpf.

Is this a purposeful difference or a misprint ?
