What is the reason behind the 300 lux-3000 lux threshold? Does above 3000 lux refer to areas that glare occurs? What are the references behind these thresholds?

Read this, IES LM 83-12. It is the publication of the work done by the Daylighting Committee that established those thresholds and why. There is a lot in there to type here as to why and many the references and research i cannot remember off hand.
