Thermal comfort in schools - summer months

In assessing thermal comfort, is it legitimate to exclude the summer months when the school is not occupied?

Only for spaces which will truly remain unoccupied for the duration of the summer. It would be inappropriate for exclude the entire building since there will likely be some spaces that remain occupied.
