Tenant lighting exceeds ASHRAE, how to model?

Hello all, In LEED - CS office projects, since the tenant fitout is unknown, LPD is modeled 12 W/m2 according ASHRAE. However, in the country we are working, national standart for LPD is 20 W/m2. So, all the cooling equipment is designed according 20 W/m2. So, am I allowed to take baseline LPD 20 W/m2 according national standarts? Otherwise I will loose points because of tenant design and it doesn't fit the logic of LEED-CS. Do you have any suggestions? Thank you ver much!

No you must use 12 in both models. You will not lose points relative to the lighting since the baseline and proposed will be identical. Sounds like you will have an over-sized HVAC in the proposed relative to the baseline but it is hard to say how much, if any, your modeling results will be affected.
