Dear All,
One of our clients is in the final phase of the certification process of an office building but some of the tenant spaces are not yet rented (i.e., future tenant not yet defined). For these spaces (that represent around 15% of total tenant spaces), a tenant lease agreement can not be signed. How can we deal with this? We are trying to pursue EQ C1 Enhanced Indoor Air Quality Strategies – Option 2, via carbon dioxide monitoring. The requirement to install compliant CO2 monitors is included in the Tenant Lease Agreement. But, for the tenant spaces not yet rented, tenant lease agreement does not exist. Is there any way to achieve this credit in these special circumstances?

that's not really unusual but I agree that it's a challenge, GBCI will not accept an unsigned agreement so I don't see any clear solution here. you can add a narrative signed by the owner to make a commitment that the same lease agreement will be used for the remaining 15% spaces. since you already covered the majority of spaces I see a good chance that GBCI accepts an official commitment letter from the owner.
