I'm very supportive of the TDM points and Active Travel Facilities points for new construction. Though I would argue that active travel should be incorporated within the TDM points, as that is one of the primary measures to reduce SOVs and VMTs. If more measures are made at a building to incentivize and encourage active travel, the need to use a car and reduce onsite parking are directly related.
Active travel facility points should also be increased to account for the higher percentage of scope 3, indirect emissions that result from SOV trips (including EVs) to and from buildings. A building owner should be measured on how well they are meeting local policy guidelines and futureproofing bike parking quantities and the variety of types of micromobility that they're catering to (bikes, e-bikes, e-scooters, folding bikes, cargo bikes, and other form factors). A truly sustainable development is one that has taken a holistic view and is focused on as little carbon impact as possible, and aim to reduce transportation related emissions if it's a redevelopment.
