I am confused by the definition of "task lighting" as ASHRAE and LEED seem to have different intepretation of the term.

ASHRAE 90.1-2007 section 9.2.2.3 states "Exceptions:...p) Furniture-mounted supplemental task lighting that is controlled by automatic shutoff..." >> here means task lights with independent control is excluded from the calc of lighting power density?

However in LEED CI guide book IEQ c6.1 (p.369 line 5) states "To comply with ASHRAE 90.1-2007, task lighting must be included in the lighting allowance for EA p2 and EA c1.2".

What if the task lighting is permanently mounted on the ceiling with independent control? In director offices we intend to install extra light tubes the same as those for general lighting, but the extra tubes will have individual circuit and wall-mounted control. Can this extra lighting counted as task lighting and be excluded from the calc of LPD?
