We have a hotel project where heating setpoints in hotel guest rooms are 21 degrees Celsius when the room is occupied and lowered to 18 degrees Celsius when the guests are not in the room. This is controlled by the keycard-holder in the entrance to the room (which also controls the lighting).
Are we allowed to model this in the Proposed energy model, and should the Baseline also be modeled with this control or are we allowed to take credit for this energy efficiency measure?

You are allowed to model it.
The setpoint schedules must be the same.
Ramping setpoints up and down sometimes uses more energy rather than less in some cases. I would not recommend it for radiant hydronic systems, for example, but for a hotel fan-coil, you're probably okay.
