Ahmed - Check out this FAQ on USGBC's website - http://www.usgbc.org/help/i-have-previously-registered-leed-2009-project....
When I upgraded a project earlier this year, Customer Service sent me this info, which used to be under the FAQ above:
"Complete the following to transition your project:
1. Register the project under LEED v4 at new.leedonline.com
2. Send the proof of registration payment for the project under LEED 2009 AND LEED v4 to USGBC customer service.
3. The LEED 2009 registration fee will be refunded.
All LEED v4 requirements must be met using the LEED v4 forms within new.leedonline.com or available for viewing at usgbc.org/sampleforms. Project teams are strongly encouraged to review the new rating system and documentation requirements for LEED v4 prior to transferring their project."
I'd contact GBCI and make sure this is still accurate today.

When I tried to upgrade our LEED 2009 projects - I received a mix of responses from GBCI. I am including the one that helped.
It entails a $100 fee for each project to upgrade.
Steps
1.Register a new project in the new LEED Online platform using the link - https://www.usgbc.org/leedonline.new/
LEED Online will charge you $900- 1200 to register each project, based on your USGBC membership level. They will honor the $900 that you paid to register the projects in LEED 2009 or v3. I was also given a coupon code to bring down the registration price. I used the email - reply@gbci.org
