Hello
I am working on a CS-2009 project with precertification and split review. As the sunset date is set for June30, 2021 we are trying to set timeline for the submissions. As per my understanding the precertification should be done by end of Design Development. Is there a timeframe after Precertification by wnd of which we need to do Preliminary Design Review? Also, for the Preliminary Construction Review, is it necessary for the construction process be complete?

As I understand it you are required to have started the preliminary review phase before the deadline. You do not have to have it all completed before the deadline.

I would note that there's a decent article on sunset dates - https://www.usgbc.org/articles/registration-close-and-sunset-dates - which links to the LEED Certification Policy Manual (http://s3.amazonaws.com/leedonlineprd/documents/usgbc/leed/config/terms/...).
I've never gotten USGBC to confirm that this document is defunct with the new Guide to Certification (https://new.usgbc.org/cert-guide and https://new.usgbc.org/cert-guide/commercial) but this 2014 article appears to have been updated to note the Certification Policy Manual is for all non-LEED v4 projects and the Guide to Certification is for LEED v4. The Certification Policy Manual definitely spells out the details on submitting before the sunset (like submit for Preliminary Design Review before the sunset date and then submit for Preliminary Construction Review 18 months after the delivery of the Final Design Review).
(The Guide to Certification is just not very helpful for users. “To certify your project under a specific rating system, you must submit for certification by that rating system's certification close date, also called the sunset date.”)

Just to clarify, we have 18 more months after the final design review or the sunset date, which ever is later, to go for preliminary construction review.

Yes. I did this earlier this year for LEED-NC v2.2 project and submitted its preliminary construction application within 18 months of the final design review.

Hi - Related question... With LEED v4.1 out, are there any sunset dates for LEED v4 published at this time?
(and has anyone recently been weighing whether to follow LEED v4 vs. 4.1 on a project and have strong opinions?)

A sunset date has not been issue for LEED v4: https://new.usgbc.org/cert-guide/deadlines
Nor would it be eligible to have one set, as I understand the rules, as you can still register for LEED v4, and the new system, v4.1, is unballoted and officially in beta.
