The project is located within a building, its area is less than 75% of the total area of the building. The project has a chiller plant that only supplies the project area.
Bearing in mind that the reference guide indicates "chilled water must be submetered", it is necessary to sub-meter the water flow that enters each AHU of the project or measure the flow of water at the exit of the chiller plant?
In case is not possible install a water meter, will sufficient only measure the total electric consumption of the chiller plant?

If that chiller only serves the project area, then chilled water would not need to be submetered. The electricity to run the chilled would need to be included with the project's electric meter or submetered.
