We have some issue that is not clear about the responsibility, like bellowing:
Follow docs. guideline of commissioning scope:
1. The CxA develops specific equipment and system functional performance test procedures.
2. The mechanical contractor (MC) and controls contractor (CC), shall document the pre-functional checklists and perform startup and initial checkout. The CxA shall then document that the checklists and startup were completed according to the approved plans.
So, as this guideline, CxA will have the responsibility to developes functional performance test procedures, AND the form served for testing will prepared by whom? CxA or contractor?
Another question is: the forms that are used for commissioning, prepared by CONTRACTOR/ CxA are included:
1. All forms for all system?
2. Forms that according to the commissioned systems as meet OPR and BOD?
3. Forms that CxA or contractor think that they are served for important equipment?
Pls. help us to clarify which option is the best resonable and correctest?

The CxA shall prepare, review with the contractor/supplier, and verify the funtional performance test forms.
The CxA shall prepare forms for all systems to be commissioned. This should include, at a minimum, the systems required by LEED, but may also include other items as directed by the owner in the contract documents and OPR.
