For LEED v3 (2009) SSc8 - Light Pollution Reduction, the baseline exterior lighting power allowance uses ASHRAE 90.1-2007 Addendum i (which has similar values to 90.1-2010). I've read other threads that say it's ok to use ASHRAE-2007 Table 9.4.5 without the Addendum for the purposes of computing exterior lighting power allowance in a baseline energy model. Does anyone know of a CIR or any other official documentation that addresses this?

Not sure about an Interpretation.
You can use Addendum i for SSc8 but you do not have to use it for EAp2. Make sure that the Proposed exterior lighting is consistent and that you have used the same areas to do the calculations for the Baseline to ensure consistency. The Baseline wattage will not match and that is OK.
