Apparently, as the tips point out, you will need a professional LA or Civil PE to "to review and inventory the site’s current condition and qualities, identify goals and opportunities, and develop the improvement plan."
Having a sample project example here would be ideal, but as a new credit, I don't know if there is one out there yet! I'm still digging around, but our team is struggling with this as well.

Hi John,
I think the use of the term "design professionals" in the LEEDuser viewpoint is probably a little misleading and I will look into adjusting that. The credit language does stipulate that the plan has to be developed with professionals trained and experienced in the relevant disciplines of hydrology, vegetation, and soils. But, there are lots of trained professionals with expertise in these areas that aren't landscape architects or civil engineers, such as restoration ecologists, landscape management professionals, or even farmers! If there is a vendor contract with a landscape management company for your project, I'd start by contacting them to see if they have experience with transitioning building landscapes to have native plantings and habitat. They likely can provide any needed technical guidance as you document current conditions and plan for improvements.
