Sports Facility - 0 FTE's or 0 Transient Users

Can a new campus tennis facility be LEED certified if there are only transient users (ie. no employees, no office, only locker rooms)? If so, do we have to calculate the transient users as FTE's instead of transient users on PIF3? Thanks, Michael

Michael, the rule is that you need at least 1 FTE to earn IEQ credits, but you can certify with less than 1.
