Specifying LEED Boundary - Existing Parking Lot on College Campus

Hello,

I'm working on a project on a college campus. The project is certifying under LEED v4 BDC. The building will not be owned by the college, but the college has some restrictions/guidance on the design. One requirement of the college is to retain the small existing parking lot on the southern boundary of the site. My understanding is that this will remain accessible to the greater campus community, and won't be used exclusively by the new building. A new parking lot is being built on the site which will be primarily used by the new building occupants.

My question is, if this parking lot is unaltered and isn't used primarily by the building occupants, is it ok to exclude it from the LEED boundary? While it would make the Heat Island Reduction credit easier to achieve, it doesn't feel like agregious gerrymandering because the parking lot is somewhat out of our control.
