In the school's kitchen we have one separate faucet for washing the dishes (it's not pre-rinse spray, but for full washing) and one for filling the pots. They cannot be water efficient, because a person who will be doing that will get frustrated with the time it would require. Do I still need to include those faucets in the process water use reduction credit? If yes, what baseline should I use?

Credit language exempts faucets used for "filling" purposes. There's no water savings obviously because you are filling a vessel. The language is clearer in LEEDV4. To your point, some who have insisted have wound up with those frustrated clients you refer to. Good luck!
