Sound Isolation for Regularly Occupied space next to an Electrical room

If I have an conference room (occupied area) next to an electrical room, do I... 1) need to classify that electrical room as a "mechanical room" in the Sound Isolation Requirements or 2) do not have to worry about the isolation between those two adjacent spaces since there isn't any HVAC equipment in the electrical room? There is a small transformer that would make a low "humming" sound but I'm not convinced that makes it a "mechanical room".

In our experience this would be classified as a mechanical room.
