CS-2009 MRc5:Regional Materials

Soil used as filling material can count for MRc5?

Does the soil used as filling material for the construction can count for MRc5? It is permanently installed in the building, and the Reference Guide doesn´t mention it as in MRc2 where excavated soil and land clearing debris cannot count toward credit compliance. Thanks in advance
