We have a correctional project where we are doing some of the sitework now but the project work will be paused over the winter. We will have a soil stockpile and we are concerned about putting a cover on it since our team will not be able to access the site for inspections or repairs during the winter. Per the EPA CGP, inspections can be paused when the ground frozen, but it does say that stablization (covering as an option) should be in place. Does anyone have experience with a similar situation and how a LEED reviewer has interpretated the requirement?

Hi Scott, we actually just had a project go through something similar, though it was a pause last spring/summer due to COVID. What that team did was temporary seeding at the disturbed areas / stockpiles, and the last 3 inspection reports before the site shut down included a narrative stating that the inspector recommended seeding and noting the progress of the planting. Haven't submitted this one for construction review yet, but I know the reviews tend to focus more on the process of planning / inspecting than on whether you follow CGP perfectly. So I would recommend doing something similar and documenting that the responsible party for SWPP compliance approved the covering / stabilization plan, and providing photos or narrative reports of the measures being put in place as the site is prepared for shutdown.
