We have a correctional project where we are doing some of the sitework now but the project work will be paused over the winter. We will have a soil stockpile and we are concerned about putting a cover on it since our team will not be able to access the site for inspections or repairs during the winter. Per the EPA CGP, inspections can be paused when the ground frozen, but it does say that stablization (covering as an option) should be in place. Does anyone have experience with a similar situation and how a LEED reviewer has interpretated the requirement?
