We recently certified a project with the same condition. Our project was on a public school campus with a state-wide smoke free school zone law.
We did install no smoking signs at building entrances but did not indicate "within 25' of the building" as the implication would be that you could smoke elsewhere on the campus.
We discussed posting campus entrances with our review team but, we were in a neighborhood where people could wander onto the campus from anywhere. We made the case through our narrative that this was well understood in the State and that anyone would be just as likely to enforce this policy on the school grounds. GBCI agreed that additional signage was not necessary. The credit was approved.
