SLLc6 in v2009 vs v4 - no slopes do/don't qualify?

Hannah, you've identified an interesting change in v4 that I hadn't noticed. The first sentence of the v4 Requirements states they only apply to sites with slopes greater than 15%. The USGBC description of v4 changes says the credit was rewritten for simplification and clarification of appropriate cases, but I don't recall any LP TAG or staff discussion of removing the v2009 eligibility for flat sites to earn the point.
