A site visit is required unless there are extenuating circumstances such as COVID lockdowns. this happened on my project in Thailand. GBCI allowed us to 'remote commission' the system. we dialed into the BAS while local team members sequenced the systems. this link may be useful: https://www.gbci.org/adapted-certification-review
but a 'day drive' may not be considered to be extunuating.
