For a building with individual systems per unit, does every single system need to be commissioned?

Site Visits for Commissioning Agent?

What is the average number of site visits for the Commissioning Agent?  It appears a summer and winter for HVAC.  One prior to occupancy and then one several months after everything has been occupied?
