Our project has an on-site, third party owned Solar PV system. The RECs have been sold to the local utility and replacement RECs per LEED Interpretation #10161 have been purchased for the project. Since the PV system is third party owned, would it be required for the project owner to commission the system as part of the LEED certification?

Interesting question, but I think it might rest with how it is connected into the building. If the system is tied directly into the building systems, then I think that interface would need to be commissioned. If there is any metering associated with the monitoring of the PV, that should be confirmed.
