Site lighting outside the LEED project boundary?

Our project is within a larger property owned by the same entity, and some illuminated paths and roads extend beyond our LEED project boundary, so we're referencing CIR #10236, which allows expand the lighting boundary for SSc8 (Light Pollution Reduction). My question is regarding our energy simulation for EAp1/c2. Should we include lighting power for site lights outside of our LEED project boundary?

Nope only include the site lighting within the boundary.

Project boundary. The Interpretation indicates that the site lighting boundary only applies to SSc8.
