On-site EV required if only off-site parking provided?

The first line of the credit states the criteria as "Provide charging infrastructure for electric vehicles for on-site parking." However, under Option 1, it refers to "all parking spaces used by project." Our project will have spaces in an off-site surface lot or parking garage allocated to the project through a contractual agreement. If the only parking a project has is off-site, can the project earn the credit? Is the criteria just poorly worded, or is this really only applicable to projects with on-site parking?
