Single occcupant rooms for brief and silent work - thermal controls required?

Dear collegues,

Would appreciate information on interpretation of V4 LEED CI credit EA Optimize Energy Performance in part of HVAC zoning. We have project with several rooms without planned thermal control but those are rooms for short period tasks only and designed for single occupant. We are planning not to install any thermal comfrot there and no AVAV - would such solution be fine? Manual requires thermal zoning for private, open office perimeter office and densely used specialty areas so we think such short time areas should be excluded from credit. Is our interpretation a safe assumption?

Are these spaces essentially indirectly conditioned by the surrounding spaces? If so then they are just a part of those surrounding spaces instead of areas requiring separate control. Sounds like something you should thoroughly explain to the reviewer. What are these spaces, something like a phone booth?
