Single LEED building in Zoo: Demand Response Plan required for entire Zoo?

Wondering if the Demand Response Plan needs to address the entire Zoo the way Parking, Green Vehicles credits must. Can the plan address the single building that's kinda sorta eligible for LEED (because it has a full time occupant.)

I think it could be appied to a single building on a campus like that. The question I would have is does that make any sense for the owner?
