We are evaluating the possibility of pursuing LEED ND for a development in the middle east. The project consists predominantly of single family and low-rise residential units. The residential units are not pursuing LEED for Homes - they are just part of the LEED ND development.
As per this credit GIBp2, the residential units need to comply with Energy star requirements and also complete the "Thermal enclosure check-list, HVAC design check-list, contractor checklist and water management checklists".

Can someone clarify whether the above checklists and compliance documentation can be completed by the owners themselves?
Do we need to engage a Green rater / Energy rater to complete these checklists.

Since the project is outside of the US, it is very difficult and cost prohibitive to engage certified Raters.

Any insights on how to take this forward will be much appreciated.
