shuttle bus to rail station

we have a project with the main entrance 0.3 miles from 4 public shuttle bus stops that provide express connections to a commuter (and regional, and national!) railway station. Are these w/o doubt BUS stops, so they don't qualify due to 0.25 mile requirement, or is it worth trying to get the RAIL stop definition, since these are part of the rail system?
