Yes the standard mentions both tests. 5.4.2 (mandatory) mentions 5.8.2 which requires these tests.

As Marcus already mentioned, the testing requirements for envelope are described on mandatory provisions in ASHRAE standard 90.1. But, you don't have to get NFRC certification but only need to get testing in accoredance with given test procedure such as ATSM E 283, etc. And also testing has to be implemented by accredited lab.

Is a UNI EN 12153:2002 test performed from 50 to 600 Pa accepted?
