CS-2009 EAc5.2:Measurement and Verification—Tenant Submetering

Hello

My project is to be a shell with no HVAC, lighting or metering systems. It is understood that there will be one tenant for the building.

To comply with this credit, is a generic M&V tenant plan for LEED CI 2009 compliance that backed up by a tenant lease agreement to install the appropiate BMS, metering etc sufficient to comply with the credit?
