I have a LEED project where they plan a storm water tank that will be a shared one with two other buildings next to the LEED project building. How can the share of our LEED project building's space on that tank be calculated in terms of the tank's capacity to store rainwater?

Francesco, this sounds specific to your project situation. Is the tank being shared equally? How much capacity is there relative to the overall needs? I think you need to show through calculations how much water can be expected to be available to this building. You might have to look at all the buildings together and make sure that enough capacity is available all around.
