How do you account for the difference in service hot water efficiency from the proposed design to the baseline design if the proposed design is using electric point-of-use water heaters? Is there a baseline efficiency?

Baseline service hot water systems must compy with Table 7.8 of ASHREA 90.1. If the proposed system is also electric it should reflect the same energy comsumption / cost as the baseline system.
I have been successful in modeling the baseline with the hot water consumption of the baseline plumbing fixtures versus the hot water consumption of the proposed plumbing fixtures. The efficiencies of the water heaters are the same yet the proposed model heats less hot water due to plumbing fixture efficiency improvements.
