I'd like to suggest different idea.
LEED v2009 reference guide states that the targeted materials are
all adhesives and sealants used on the interior of the building (i.e., inside of the weatherproofing system and applied on-site)
and also,
FAQ of Bird's eye view above states that the targeted materials are
touched by the indoor air.
Therefore, my suggestion is that the sealants used to separate glazings of double pain window, and also built inside of them, can be excluded from the calculation.
I'm so sure that these kind of sealants are applied from factory.
