In my experience it runs the gamut... some project teams aren't aware of them, but then they hit some budget shortfall and are looking for extra money to meet LEED goals, and they find out about programs quick.
I think paperwork plays a big role. The paperwork can be prohibitive for smaller projects, which may need the money more than others.
