Can somebody confirm if the limits listed in rule 1168 (adhesives and sealants) and rule 1113 (paints and coatings) will be accepted for wet applied products in LEED v4 EQc7? just with a manufacturer letter that states the content in g/l ?
We understand that for NC v4 projects it is necessary to justify content+emissions but for HOMES we are not sure.

I believe you are referring to SCAQMD Rule 1168, July 1, 2005 for adhesives and sealants; SCAQMD Rule 1113, June 3, 2011 for paints and coatings. The manufacturer documentation must also state that the adhesive/sealant has been tested following the test method specified in SCAQMD Rule 1168, July 1, 2005; and the paint/coating has been tested following the test method specified in CARB 2007 SCM for Architectural Coatings, or SCAQMD Rule 1113, June 3, 2011; or ASTM D2369-10; or ISO 11890, part 1; or ASTM D6886-03; or ISO 11890-2. Just listing the VOC content in g/L is not enough.
However, for LEED v4 Homes, the general emissions evaluation results are required, not the VOC content results.
For the upcoming LEED v4.1 Residential, we will require both just like in NC does.

Thanks Carissa, I don't understand this sentence "for LEED v4 Homes, the general emissions evaluation results are required, not the VOC content results".
As far as I know, wet-applied products, for LEED v4 Homes would need:
- manufacturer letter with voc content + the tested method specified (must be compliant)
- no specification for general emissions evaluation
is this correct?

No, that is incorrect. For LEED v4 Homes, the general emissions evaluation results are required, whereas VOC content is not.
Please note that most products will not be labeled as meeting CA Standard 01350; instead, they will reference a third-party program that verifies that a product meets the standard.
